The UserBenchMark link shows what individual HP System OMEN 25L Desktop GT12-0xxx Users have managed to make work for their rigs. When you look at the top 10 performance benchmarks, you see GT12-0xxx's fitted with an RTX 3090, RTX 3080 Ti, and RTX 3080. These Users upgraded their power supplies to at least 750-watt, likely 850-watt power supplies.
You are mostly constrained by your budget by what you can make work in your gaming PC.

Hi thanks again for the reply, so far I have upgraded to ram to 32 gig I have the 1tb ssd, I don't mind needing to upgrade power supply to suit a better graphics card possibly something like the rtx 3070ti if suitable

There are several HP OMEN 25L GT12-0xxx rigs fitted with an RTX 3070 Ti in the UserBenchMark link, such as this one: HP OMEN 25L Desktop GT12-0xxx Performance Results - UserBenchmark. According to TechPowerUp, the minimum power supply listed in this link for the RTX 3070 Ti is claimed to be 600 watt: NVIDIA GeForce RTX 3070 Ti Specs | TechPowerUp GPU Database.
However, most sources -including: GeForce RTX 3070 Family | NVIDIA, recommends a 750 watt power supply.

You are welcome. Just watch the graphics card's dimensions -especially length, to make sure it will fit inside your case, and upgrade your power supply of course.

No, not necessarily. Each GPU is designed/engineered to provide the cooling it requires, whether a GPU has two or three -and in some cases, one cooling fan(s).
