I have the HP All-in-One - 22-b016 and noticed it only has 4 gigs of ram and the Intel(R) Pentium(R) CPU J3710 @ 1.60GHz 1.60 GHz processor. I have a 1 TB hard drive so that is worth keeping. Should I upgrade or get a new system? If i can upgrade, what type of RAM do I need and what processor is the highest I can upgrade to?

Welcome to our HP User Forum!
Your HP All-in-One - 22-b016 (V8N96AA), according to: https://support.hp.com/us-en/document/c05124908, is fitted with the Molokai-U motherboard with SSID: 81BB and is either fitted with the Intel Celeron J3060 (Braswell-D) Dual Core processor or the Intel Pentium J3710 (Braswell-D) Quad Core processor. Please note, that the processor is not upgradeable.
Your AIO supports up to 2 x 4GB DDR3/DDR3L PC3-12800/PC3L-12800, 1600 MHz, Non-ECC, Unbuffered, 204-pin RAM sticks. Eight gigabytes of RAM may have been OK when this AIO was released, it is insufficient for today's desktop office use. That is, unless you want to use this AIO just to read your emails, light web browsing and basic audio/video playback, in that case you are good to go.
As this user benchmark link for your AIO suggests: https://www.userbenchmark.com/System/HP-22-b016/43837, this 7-year-old legacy computer system performs poorly, and ought to be retired.
Kind Regards,
