It is likely that you have a hardware problem.
Power-off the computer, and disconnect the power-cord.
Remove all of the sticks of RAM, and put just one stick back into the socket. Then, try to start it up.
Remove the stick of RAM, and try a different stick into a different slot.
If you have an add-in video-card, confirm that it is correctly "seated" in its socket.
If the motherboard also has "integrated" video, physically remove the add-in video-card, and connect the video-cable to the "onboard" video-socket.
