oh so before i start asking question, first i will list what i have right now (small note:i have no knowledge about replacing any part of my pc, since its a prebuilt pc, but i searched alot about that subject, and yb a lot i mean days, so im 90% i can handle it)
my current PC:
Nvidia GeForce RTX 3050 OEM ( this is what i want to replace)
Intel Core i7-12700F ( i believe its ok/good for gaming, of course if you think otherwise you can tell me please)
Nvme CT2000T50 2TB ( not too much to say, it enough)
BIOS is AMI F.31, 14/10/2024 ( i heard that there are some GPU that dont work (black screen or other problems etc., so i think its important to share)
Samsung M378A2K43EB1-CWE 1x16GB ( i believe its ok, if you think otherwise tell me please)
power Supply is ( M15695-001 original HP Desktop-PC power supply 350 Watt) ( its bad one i know, i wanna replace it by a better one, someone advised me to buy L89233-005 PSU 500W MT WS20 EPA90 (17 x 9.8 x 7.5 cm), my Case is small but there is a place for a bigger one , so if you believe that there is a better choice, tell me please since i have no one to ask tbh)
now that i listed what i think important is( if there anything i forgot please tell me ),
i want to get a great GPU that is future-proof ( i wont ask for too much 1-2 is enough for now and you will know why by what about to say) my main problem is my PC (lol) or to be exact: The Case, its small and hard to find a GPU becasue of that, so please be clear when you say that this GPU is good for my current situation.
now since i said i want future proof GPU, i think it must be 16GB instead of 8G right? ( if you think that there are more important things to focus on please tell me) so my question is, can my PC handle that? it doesnt need to be RTX, it can be AMD, of course my knowledge is very limited, so to be real, i will follow what you say.
that is my current sitauion, i hope that you can help me and thank you very much)

You can (should) get rid of the black drive cage bracket, since it really doesn't serve a very useful purpose, and it is in the way to install a dual-fan graphics card as you just observed.
I did the very same thing with one of my upgrade projects, an HP Pavilion TP01-3003w -See: https://h30434.www3.hp.com/t5/image/serverpage/image-id/386391i1C5FAE631774C8A8/image-dimensions/250..., which in many ways is similar to your Victus.
So, no, my GPU recommendations stand.

Yes, you have indeed come to the right place!
OK, according to the specs you provided, your Victus by HP 15L Gaming Desktop TG02-0024ng (72Y37EA) is fitted with the Reno2 motherboard (SSID: 89B5), a 350-watt power supply, an RTX 3050 graphics card, and an i7-12700F processor.
For starters, I would strongly recommend you purchasing a matching Samsung 16GB M378A2K43EB1-CWE RAM stick, such as this eBay-Germany purchase example: https://www.ebay.de/itm/146813339645?_skw=Samsung+M378A2K43EB1&epid=12052990660&itmmeta=01K6NXSNEBYD....
Your i7-12700F is still a very capable processor -leave it for now.
Yes, definitely upgrade your power supply to a 500-watt PSU with p/n: L89233-005 -alternatively with p/n: L77487-001 / L77487-003 / L89233-001.
To future-proof your gaming PC, I would strongly recommend either a smaller-sized (dual fan) RTX 4060 Ti 8GB powered by a single 8-pin PCIe power cable such as this model, or a smaller-sized (dual fan) RTX 4060 Ti 16GB, such as this model.
From one gamer to another: whatever you decide, don't go for any AMD graphics card.
