i need the bios .exe to run from dos
for a pavilion p6616f
i realize there may be a solution using the bios update utility, however, i don't want to use windows or connect to the internet or use the 'detect' feature. unless this is the only option

HP never released any BIOS updates for your PC or they would have been listed on the support page.

i was considering flashing the bios, even without an update, as a troubleshooting tool. my onboard video is out. the probability is low that this will fix it, but i needed to make sure my video isn't out because of an issue with the bios. i realize the age of this thing; it's not a moot point

Yes, unfortunately, there isn't any kind of BIOS file for your PC -- an original one or an update.
It is highly unlikely a BIOS update would fix the onboard video failure.
Most likely the onboard AMD GPU burned out.
If you want to invest a small amount of money on fixing it, buy a used but tested and working AMD Radeon HD 6450 PCIe graphics card and see if that will work.
Get one with a standard size mounting bracket, not the one used for small form factor/slim tower PC's.
The Dell-branded models will work fine.

i am going to try a graphics card solution, and will let you know how that works out. i'm surprised that the gpu portion of an integrated chip will burn out without taking down the entire processor. i also have a spare motherboard in case the graphics card solution doesn't work. parts are on order. will update after a status change

Your PC has an AMD Phenom II X4-Core 820 processor which predates the AMD 'APU' where they are both a processor and a graphics adapter.
If you look at this eBay listing with a picture of your PC's motherboard, the onboard AMD graphics adapter chip is underneath that square aluminum heat sink in the lower quarter of the picture.
