There is a low buzzing sound coming from the "block" part of my Desktops power cord. Is it dangerous? Can I get a replacement for just that section of the power cord?

That buzzing is caused by eddy currents. It isn't dangerous but it is an indication that the external power adapter has grounding or rather shielding issues.
If the desktop is still in warranty you can contact HP to see if they will replace it without charge.
