Is this a new symptom?
Is the PC okay otherwise? If not, please provide additional info.
Could be a power supply or MB problem. A flaky power button can cause this symptom.

My pleasure.
I would not deal with this problem if Windows runs as expected.
Hardware problems can only be resolved by swapping in different, known good, components.
Swapping in different components would not be a cost effective scenario in your situation.
