Hi, I bought the HP Pavilion 690 Gaming Desktop Computer 690-0024 and I am having problems with it first it was the hard drive but i fix that but resetting it to factory settings and on Wednesday of this week and when i power it on it wasn't giving a signal to the monitor and then after a few mins it would shut down and restart . I though it was the ram so i took it out and clean it but nothing change and when i check the fans the fan to the power supply would run for a few secs but then stop so do i have to replace the power supply ?

It's hard to say if it's the power supply without testing it, and there's so much information we don't have.
Could be the CMOS battery on the motherboard. The things you mention are signs of cmos battery failure.
If it isn't, this is what I would do:
Open the case back up and check that the power supply cable(and all other cables) are pressed firmly into place.
Check your external cords and see if any are loose, if they are loose plug em in firmly and see if the computer runs normally.
If it doesn't, then unplug all external cords, usb drives, sd cards, etc and only plug back in the monitor cable and power cord(plug the power cord directly into a wall socket for this test).
Then start the PC up and see if it boots normally.
*Keep your camera handy for any error messages that may pop up on the screen.
