the hp pavilion 690-0034 has a 400w power supply but the graphics card has a recommended power supply of 500w. would i get a refund if i maxes out and shutsdown or fries something? or would hp just want to keep replacing it?

first of all hp is not going to replace parts that were damaged by you knowingly installing a part that is not suited for it
second trying to do wht you propose can also damage the video card and the computer motherboard/cpu/ram/HD not just the power supply
either upgrade the power supply (if possible) or the whole system or downgrade the video card

two questions
1. the pc comes pre installed with a graphics card that is recommended to have a 500w psu. the pre istalled psu is only 400w. this senario has only the parts installed by hp. would hp refund if the components draw higher watage than the psu can supply and damage components? again no modifications or overclocking. i would be gaming and the gpu would be running at 100% for long periods of time witch is normal for a gaming pc
2. is there room to install a larger psu and how much room?

The unit has been tested with the installed components. The required PSU is always a questionable issue. While a build might specify a 500W, it's a build spec based on unknowns concerning the pre-existing components. That is why a manufacturer will always suggest a PSU based on the base model, and then add their requirement.
