Unfortunately, no: the HP Z230 SFF does not support 32GB of RAM using two 16GB sticks. The official HP specifications state that the maximum supported RAM is 32GB, but only when using four 8GB DDR3 sticks.
The HP Z230 SFF supports DDR3/DDR3L ECC or non-ECC UDIMMs with a maximum capacity of 8GB per slot across its four DIMM slots. 16GB DDR3 modules are not supported.
To upgrade to 32GB RAM, you'll need 4 x 8GB DDR3 1600MHz UDIMM modules.
Kind Regards,
