Welcome to our HP User Forum!
These RAM-speed issues come up all the time.
Your OMEN By HP 45L Gaming Desktop PC GT22-0000i (393C5AV) is particular when it comes to RAM and especially achieving max RAM speeds.
Consider these real-life benchmarks of HP OMEN by HP 45L Gaming Desktop GT22-0xxx rigs -just like yours: https://www.userbenchmark.com/System/HP-OMEN-by-HP-45L-Gaming-Desktop-GT22-0xxx/254551, and we see that a good majority of these desktops run RAM at 3200 MHz.
However, there are (relatively few) exceptions, such as 45L's running with the following RAM/RAM speeds:
Kingston KF3600C18D4/16GX 4x16GB at 3467 MHz
Kingston KF3733C19D4/16GX 16GB at 3733 MHz
Interestingly, even though three rigs have the same model RAM, yet they achieved different RAM speeds:
Kingston HP37D4U1S8ME-16X 2x16GB at 3600 MHz
Kingston HP37D4U1S8ME-16XR 4x16GB at 3733 MHz
Kingston HP37D4U1S8ME-16XR 2x16GB at 4000 MHz
Kingston HP37D4U1S8ME-8XR 4x8GB at 3733 MHz
Kingston HP37D4U1S8HC-16XR 4x16GB at 3733 MHz
Kingston HP37D4U1S8HC-16XR 2x16GB at 3733 MHz
etc.
The point is, it appears that accessing BIOS XMP in order to adjust RAM speed on this desktop is not without challenges. However, some Users apparently are able to make it work well -very well, as a matter of fact.
Perhaps you want to try Intel's XTU to see if it could increase RAM speeds: Intel® Extreme Tuning Utility (Intel® XTU).
Hope this was helpful.

Sure, I can recommend the very best RAM that most likely will perform best in your desktop but cannot guarantee it. Also, this is one of those purchases where if you want quality and performance you have to pay for it, so to speak -which is probably why few OMEN By HP 45L Gaming Desktop PC GT22-0xxx Users have it installed, because it is pricey.
Here are two eBay-België purchase options for the 16GB Kingston HP37D4U1S8HC-16XR and 16GB Kingston HP37D4U1S8ME-16XR (both clocked at 3733 MHz) RAM: HP Kingston 16GB DDR4 3733MHz Desktop RAM HP37D4U1S8HC-16XR 1Rx8 XMP4-3733 RGB | eBay and: HP Kingston 16GB DDR4 3733MHz Desktop RAM 1Rx8 XMP4-3733 RGB HP37D4U1S8ME-16XR | eBay.

I showed you the RAM which will most likely run at 3733 MHz on your desktop. Like I said, this kind of RAM performance comes with a hefty cost. The links I provided showed two different single 16GB HP branded Kingston RAM stick models. Obviously, you would have to purchase at least two (2) of them to add up to 32GB.
Looking here, again: UserBenchmark: HP OMEN by HP 45L Gaming Desktop GT22-0xxx Compatible Components, most of the RAM on the 45L platforms is running at 3200 MHz. In my opinion, that is fast enough for any serious Gaming you may have in mind, especially if you invest in a high-end graphics card, say at least an RTX 3080 12GB GDDR6.
So, given your geographical and cost limitations, I would consider the following RAM:
Crucial 2 x 16GB RAM kit with p/n: CT2K16G4DFRA32A 32 GB DDR4 3200 MHz: Crucial werkgeheugen CT2K16G4DFRA32A 32 GB DDR4 3200 MHz CL22 2933 MHz of 2666 MHz 32 GB (2 x 16 GB)....

You are changing the goalposts every time you respond.
I will try this one more time.
And by the way, what is your budget?
But more to the point, what is more imperative to you: fancy RGB looks or functionality?
I am not sure at all if you can combine all RAM features in your desktop. Remember this: HP (gaming) PCs are very particular when it comes to RAM and especially achieving top RAM speeds. You risk buying fancy 3733 MHz Gaming RGB RAM only to be stuck at its SPD (default) RAM speed at (much) lower speeds.
Sure, you can experiment where no one has gone before, but then: brace yourself for failure.
Look, I have been gaming for a while. I happen to know a thing or two about RAM. And optimizing gaming desktops. And did I mention I know Gaming? My main gaming rig is this one: HP EliteDesk 800 G5 SFF Performance Results - UserBenchmark, and my relatively low 2667 MHz RAM speed does NOT -I repeat: does NOT substantially "slow down" my system. Case in point -even for "Workstation" performance, RAM (speed) only accounts for about 7% for performance calculations:
Link: https://www.userbenchmark.com/Faq/What-are-the-UBM-performance-classifications/93.
Gaming performance is not only determined by RAM (although it could make a difference), but in my experience it matters most what processor you got, how fast your M.2 NVMe SSD's read/write speeds are, and most importantly of all: what GPU you got.

no budget, system must be quick and processor and M.2's are the fastests you can get so the ram has to be also very quick
pc is not being used to play games at all.i'm not a gamer it's used for graphics(photo editing and video editing
and it has to have a nice look like it does with the 16gb ram thats in in now
pc has aio side window and rgb and i wish to keep ik like that against any cost
he needs to be fast thats my goal
it's not a cheap rigg i have allready so everything must work and look together
i heard prices from 500 euro's for 2x32 gb ramss that will do their job and look nice , so be it
i count to3 and it's started up
with the othr ramms that where in t it took over a minute! that's for me not accectable
what he can for gaming inon of my concerns i'm not a gamer but i know good game pc's are fast and your pc is so fast as the slowest part in it(wich was obviously the ram) with the orginal dimm's he is fast but not ram enough. so i have to find and buy the ram the omen accepts no matter at what cost. i have it 2 weeks now if i can't find it this week the pc goes back to the shop, i have 30 try out period and search from something else, probably a dell alienware r13 with 64gig but a 3060 gpu wich is fine for me.
if you want to buy the 3080 i have now let me know i don't need that heavy stuff but wanted a 45L with cryo chamber and water cooling with some rgb in it. all the other cases where to small to get hot air out of it. and aircoolers are not efficiently enough for me(had the be quiet dark rock pro 4 and noctua d15 wich are supposed to be the best one's and they couldn't get met earlier I9-11900k fresh enough) i know enough from computers to know what are the best parts even if they are expensive
but if they do their job very well does money not count with me. so if you know an addres where to get them new the originals. i know my mobo can house 4x32gb because it's a 64 bits OS

All right, thank you: now I understand what you had in mind.
Unfortunately, even though I took time to look for it, I was unable to locate RAM meeting your specs requirements AND that has been shown to work in your desktop at the RAM speeds you specified.
If you can purchase compatible high-end 2 x 32GB RAM running at 3600/3733/4000 MHz speed with heat sinks and (customizable) RGB for €500, that is probably what you can expect to pay for it.
Good luck and kind regards,
