Recently had to replace a system board in an HP EliteOne 800 G6 and I need to input the S/N and/or CT information in. BSOD with...machine check exception. Initial message on boot... system is booting into manufacturer program mode.

I'm going on what I have read a while back about this, so the situation might have changed, but what you are doing can only be done by HP, and even then, only in depot-level support facilities. As far as I read, t here is no way for customers to do this themselves.
If someone else comes along with newer information, then I will stand corrected.
