hardware has i7-4790 3.60ghz , 350 watt psu , ram 16 gb . recently added a nvidia gtx 1650 super in pci express slot . windows does not even start with graphics card. trying to figure out how to fix it.

In order to help others, I will try to politely pick on you ! Your a novice, correct ?
The HP 450-010 is an 24 pin / 4 pinPSU, at 180W. What is unique is it's dimensions. It is not a "standard ATX.
A basic (un-named manufacturer) GTX 1650 Super is an additional 100W, that has a 6 pin PCIe power port. So, you missed that part of the installation.
It is supposed to be a mini-ITX PSU. Compare measurements to this 350W unit.
If this fits, you need an adapter from 2 molex to PCIe 6 pn.
