Because @Paul_Tikkanen and I weren't sure if you got the USDT (Ultra-slim Desktop PC), rather than an SFF or CMT.
And yes, your desktop can handle 95-watt processors, therefore a Q9400 is compatible, all the way up to a Q9650.

If you have a HP dc7800, below is the link to the Quickspecs with lists the supported processors:
See page 9.
ManualsLib - Makes it easy to find manuals online!
Maybe the Q9400 would work since the Q9300 was offered as an option by HP.
Here's a side by side comparison of the Q9300 and Q9400 processors:

With your indulgence, the only tidbit I would like to add to this discussion is that an HP Compaq dc7800 USDT cannot handle processors beyond a 65-watt TDP as I found out in my HP Compaq dc7900 USDT upgrade project.
Meaning, the best compatible processor for an HP Compaq dc7800 USDT would be an Intel Core 2 Quad Processor Q9550S.
[EDIT:] For the dc7800 USDT model, the Q9400"S" variant (Q9400S) with a 65-watt TDP would work too.

Thanks for the info @NonSequitur777 .
I wish folks would post the PC model number and format factor.
My search for the motherboard part number did not provide the form factor of the PC, just the model number.

this is my PC i the model is hstnc-028p-CT but why can't handle processors with 95w tdp? Its motherboard is an HP OAACh and its list of compatible processors includes the conventional Q9300 that uses 95 watts. I don't know much about PCs, but could you explain to me?
