so i've been looking for a way to eithier passively cool my computer or active (liquid fan or just air) since my old fan needs to be physically spun before it will even activate anymore (i tested it on multiple computers just to make sure it was the fan only) and my computer works 100% but just poorly because of this stupid fan on my graphics card

Welcome to the forum.

I am not an HP employee.

 

I think it would be very difficult to find a replacement fan for a Radeon 8470.

 

HP Part Surfer does not list this part for sale. HP does not list the 8470 for sale.

 

You might be able to Google an online retailer for a replacement 8470 graphics card. Or buy a newer AMD or Nvidia graphics card.

 

Newer graphics cards should work because your PC has a UEFI BIOS.
