Hi:
See if you can format the HDD in GPT.
GPT is the only way Windows will be able to see an use all 3 TB of space as a secondary hard drive.
Your PC is too old to use a 3 TB HDD as a boot drive. It needs a UEFI BIOS for that.
See this HP whitepaper for more information on GPT and why Windows only sees 2 TB currently.

Welcome to the forum.
I am not a HP employee.
You are running W7. W7 running with a MBR partitioning scheme has a 2 TB disk limit.
You need a UEFI BIOS and W7 64 bit to use GPT. The OS has to be installed in UEFI mode to use GPT.
