I have a question whether in HP EliteDesk 800 G1 Tower PC P/N:C8N27AV an SSD upgrade will work in the configuration: AXAGON PCEM2-DC controller ( in PCI Express x16 (v3.0)) + Apacer AS2280P4U Pro 1TB as a system drive and will it be able to boot?

The Apacer AS2280P4U Pro 1TB is incompatible with your chipset.
You will need a SATA3 M.2 SSD for your upgrade.
I suggest purchasing a PCIe M.2 adapter that has slots for two M.2 SSD's.
You will need to temporarily disconnect the original hard disk and arrange the drive order in the BIOS so the newly installed M.2 OS will be the first to boot.
