I have an HP 700-327c. Most of the hardware is compatible for Windows 11 except there is no TPM card nor is there a TPM slot. Is it possible to upgrade the motherboard to one that has a TPM 2.0 card so I can upgrade to Windows 11?

Unfortunately, that would not be possible.
Even if it had a TPM 2.0 security device the Intel 4th generation core processor is 4 generations short of meeting Microsoft's minimum W11 hardware requirements.

Download the W24H2 ISO file and use that (3rd option).
Download Windows 11 (microsoft.com)
You can download the free 7-Zip file utility from the link below. The top line is for 64 bit.
You'll have to repeat this procedure each October when Microsoft rolls out the new builds because a PC that does not meet Microsoft's minimum W11 hardware requirements will never automatically get the update to the next build.
Other than that, your PC will continue to get the monthly cumulative and other updates.
That's only a minor inconvenience to have continued OS support beyond October of 2025.
I have W11 24H2 running on two Dell desktops with Intel 4th generation core processors.
Works fine.

Maybe you can find some other software such as rufus, which can burn the iso to the USB Disk, meanwhile, the TPM check is skipped and other as the following pic:
When I install Windows 10 on an older computer, it works and runs well after I upgraded the RAM and SSD Disk.
Hope this will help you solve the TPM issue while installing Windows 11.
