I would like to know if I can upgrade the motherboard of my HP Pavilion All-in-One 27-r0xx, the memory on this motherboard can only be upgraded to 16 Gb that not enough for rendering big photoshop files.

I bought te memory at Amazone and upgraded it to 32 Gb,. Two years ago I also upgraded from 8 to 16 Gb and keep the old 4Gb brand Crucial so there for I did not order the one you recommended bud Crucial 16 GB DDR4-2666 SODIMM 1.2 V CL 19. Today they arrived, installed them and so far so good the system accepted the memory and I'm now running some test and so far al looks okay.
The next two upgrades I'm now looking at is the processor because this one Intel(R) Core(TM) i5-7400T CPU @ 2.40GHz does not supported Windows 11 and the SSD X600 SATA M.2 2280 128 GB, is to small. Bud okay upgrading is still cheaper then buying a new AOI. Now lets see witch processors and SSD are supported by this motherboard.

@WillemK2 , welcome to the Community.
HP has their motherboards and other components made to their specifications. Therefore, it is difficult to know which motherboards would be compatible with your computer. AIO's very difficult to upgrade.

Please provide your System SKU (p/n) and your BaseBoard Product (motherboard) number: type System Information in your Windows search bar and left-click on the System Information App. The info I need is outlined in blue:
What is the point of this exercise? Well, if it is the case that your "BaseBoard" number happens to be "8448", you can -apparently, upgrade your AIO to 2 x 16GB of RAM, as evidenced here: HP Pavilion All-in-One 27-r0xx Performance Results - UserBenchmark.
The RAM this User fitted is: 2 x 16GB G.SKILL F4 DDR4 2400 C16 (p/n: F4-2400C16D-32GRS) as seen here, for example: G.Skill RipJaws SO-DIMM Series 32GB (2 x 16GB) 260-Pin (PC4-19200) DDR4 2400 CL16-16-16-39 1.20V SO-....

My system SKU is 3ET09EA#ABH and the baseboard product number 838B and the baseboard version 0000 I hope if you can tell me if it is also possible to upgrade the ram memory on this motherboard.

Your "Klingon-UF" (# 838B) motherboard is very similar to the "Vulcan-4GF" (# 8448) motherboard.
The main difference appears to be that your 838B-motherboard works with LGA 1151 7th gen Intel processors and has chipset H270, whereas the 8448-motherboard is designed for LGA 1151 8th gen Intel processors with chipset H370.
That shouldn't make it less likely for the 2 x 16GB G.SKILL RipJaws RAM as identified to also be able to work on your motherboard in my opinion.
The option I would entertain if your AIO were mine, is to order the G.SKILL RAM via Amazon and see if it works. If it doesn't, return to sender it will be and you'll get your money back.

Yes, please, I am very interested how this is going to work out! When you order this G.SKILL RAM via a reputable online eCommerce retailer like Amazon, you know you minimize risks with their return/refund policies.
Fact is that few HP Pavilion All-in-One 27-r0xx users have tried this RAM option -and it looks to me based on researching UserBenchMark [dot] com that you could probably be the very first person with an HP Klingon 838B-motherboard fitted with that RAM!
