Can " https://support.hp.com/us-en/document/c03011566 " this be upgraded to an i7-3770 processor?

Hi:
Not according to the specs under the processor upgrade info.
I only see one BIOS update listed on the support page for the 420-1100t PC, and there is nothing mentioned in the release notes regarding adding support for additional processors.
- Resolves issue with brightness function.
- Resolves issue with NVIDIA 520M and 540M graphics cards.
- Resolves issue with processor temperature and fan when resuming from sleep mode.
While the Intel H61 chipset does support upgrades to the 3rd generation processors as shown in this HP motherboard specs, it would be a complete gamble on your part installing one in your PC.

If your PC's motherboard's BIOS does not have the processor microcodes for 3rd gen core processor support, they won't work.
