could I upgrade to Intel® Core™ i9-9900T Processor? it is not listed my system specs, but it has nearly all the specs for

To answer your question as someone who has made it a hobby to push the Upgrade boundaries on legacy HP desktops to the limit, I would say the following: Yes indeed, the i9-9900T should absolutely be compatible with the HP Pavilion All-in-One - 27-xa0040 (4NN47AA) for all the reasons you outlined in your post.
I can tell you though, that one of the reasons why the i9-9900T is not included in the original HP specs (HP as a matter of principle seldom upgrades their PC product specs) is because this particular Pavilion AIO series is considered an entry level aka low-tier model and as such HP would not offer high performance CPU configurations to begin with.
As you know, HP has not validated the i9-9900T for this motherboard as per: https://support.hp.com/us-en/document/c06117849.
I was unable to find a single Pavilion AIO 27-xxxx platform online fitted with an i9-9900T. I would suggest waiting until someone has actually validated this CPU before making your purchase. Or you could be a blazing Pioneer and purchase it from a Seller who allows returns to get a refund, if this processor doesn't work.
