Hi:

Before you invest any money in another video card, try manually installing the W8 graphics driver for the GeForce 6700.

To manually install the driver, first download this free file utility.  The 2nd file is for 64 bit.

http://www.7-zip.org/

Then download but do not run the W8 Nvidia graphics driver for the 6700 from the link below.

http://www.nvidia.com/download/driverResults.aspx/82758/en-us

After you have installed 7-Zip and downloaded the graphics driver, right click on the graphics driver file.

Select 7-zip from the list of options and have 7-Zip Extract to: and let it extract the file into its driver folder.

Once the driver file has been extracted to its folder, go to the device manager and click to expand the Display Adapters device category.

Click on the Microsoft Basic Display Adapter listed there.

Click on the driver tab.  Click on Update Driver.

Select the Browse my computer for driver software option, and browse to the driver folder 7-Zip created.

Make sure the Include Subfolders box is checked and see if the driver installs that way.

Then restart the PC.

If that doesn't work...your PC only has a 250 W power supply according to the specs.

A suitable card that will work with a power supply of that wattage would be the GeForce GT 610.

It draws a max of 29 watts, and there are W10 drivers for it.

actually the power supply was upgraded twice as the 6700 requred a higher one.  first one was a 400 from another pc then that one went so we purchased a brand new 450ps which is currently installed.

thank you it installed the driver for windows 8 and it now dows full resolution of 1920x1080 as monitor is a 24" led.  as well as sleep options are now available

You're very welcome.

Not knowing that information beforehand, I can only give video card recommendations based on the specs for the PC from HP.

If you ever want to install a different video card, then you can probably go with the more powerful Nvidia GT 630.

But since the GeForce 6700 is working now, you may be happy with the status quo.
