Hello. I am looking to replace the processorin my HP Pavilion Slimline 400-214. Is it my understanding I have to replace the baseboard as well. I understand the processor is sodered to the baseboard. If this is true ...what is the best baseboard to get for basic to moderate gaming and browsing and shopping?

You are correct, the processor is soldered onto the motherboard and not upgradeable:
Sorry to disappoint you, but this PC is not suitable for 'basic to moderate gaming'. There is also no graphics card interface available. The only processor assigned to this PC is the (very) underwhelming AMD E1-2500 APU. There are no alternative motherboards with faster processors for this desktop available.
The best this PC can do is basic browsing & shopping.
