[EDIT:] Your HP Pavilion Elite HPE-210y Desktop PC supports up to 16GB (4 x 4GB) of DDR3 PC3-10600 (1333 MHz) Non-EEC, Unbuffered, 240-pin RAM, such as this example: Komputerbay 16GB (4 X 4GB) DDR3 DIMM (240 pin) 1333Mhz PC3 10600 / PC3 10666 16 GB KIT at Amazon.com.

 

[EDIT:] According to HP Pavilion Elite HPE-210y Desktop PC Product Specifications | HP® Customer Support, the fastest processor for your desktop is an AMD Phenom II X4 975 (3.60 GHz) or an AMD Phenom II X4 980 (3.70 GHz). PLEASE be advised that these processors do not have integrated graphicsyou will need a separate graphics card.

 

[EDIT:] It appears that your best chances to get one of these and for an affordable price, is via AliExpress (for example (AMD 975): AMD Phenom II X4 975 Black Edition X4 975 3.6 GHz Quad Core CPU Processor HDZ975FBK4DGM Socket AM3| ... or here, for example (AMD 980): Phenom Ii X4 980 3.7 Ghz Quad-core Cpu Processor Intel Bag - AliExpress).

 

With your proprietary HP 300 watt power supply, the fastest/most capable graphics cards would be a GTX 1650 OC Low Profile 4GB such as this one: Gigabyte GeForce GTX 1650 OC Low Profile 4G Graphics Card, 2X Windforce Fans, 4GB 128-Bit GDDR5, Gv-..., or an AMD RX 6400 ITX 4GB such as here: Amazon.com: PowerColor AMD Radeon RX 6400 ITX Graphics Card with 4GB GDDR6 Memory : Electronics.

 

[EDIT :  IMPORTANT] Since your H-RS880-uATX (Aloe) motherboard has a 24-pin ATX power connector, you could should swap your 300 watt power supply for a more powerful ATX standard power supply, as long as its dimensions (LxWxH) fit inside your chassis.  If this option is on the table for you, consider to purchase a semi-modular power supply, as it will allow you to only plug in the power connection cables you need. This is just one example: EVGA 110-BQ-0500-K1, 500 Bq, 80+ Bronze 500W, Semi Modular, FDB Fan, 3 Year Warranty, Power Supply :... -see if the EVGA power supply dimensions fit in your desktop: ‎5.51 x 5.91 x 3.35 inches.

 

[EDIT:] Lest I forget, if you haven't done so already, please swap out your HDD drive for a SATA SSD drive, such as this one: SAMSUNG 870 EVO SATA III SSD 1TB 2.5” Internal Solid State Hard Drive, Upgrade PC or Laptop Memory a....  This upgrade alone would make quite a difference in system performance.
