i have a hp envy te01-0034 and already upgrade the psu to HP 400 watts psu , now i want to upgrade the gpu to RTX 4060 8gb dual fan, will it work?

No worries: your 400-watt power supply will do just fine to power an RTX 4060!
An RTX 4060 has a 115-watt TDP, meaning, a quality 400-watt power supply like you got is quite sufficient to power your card:

Your power supply's 6+2-pin PCIe power cable alone can deliver up to 12V x 18A = 216-watt of power:
You could easily play heavy-duty Triple-A games too, btw.

i have the Hp 400 watts (L76557-003) 80+ certified PSU, i know 400 watts psu is low for the rtx 4060, but i dont use it for gaming, i only use the system to watch youtube 4k videos and 4k movies, will it take too much power from the psu?
