It is very difficult to access some HP Support sites having detailed MB specs for many older PCs. HP MB specs would give MB chipset specs and processor TDP limits.
Your MB could support an Intel i9-9900 at a 65 watt TDP or an i9-9900K at a 95 watt TDP if it has an Intel Z370 chipset or an Intel Z390 chipset. And, also, only if HP provides 95 watt TDP CPU support.
The MB/BIOS would not see a 95 watt TDP CPU if HP is not providing 95 watt TDP support.
A different Forum member may have additional info on your question.
Use CPUZ Zip version (portable) to check CPU and MB specs.

[EDIT:] The OP's OMEN by HP Desktop PC - 880-160se is fitted with the Tampa2 motherboard (SSID: 8437), which has the Z370 Intel chipset. Even though HP's specs don't mention 9th gen Intel Core processors, I believe it is all but certain that yes, the OP should be able to upgrade their rig up to any 65-watt TDP rated 9th gen "i9" processor (i9-9900 or i9-9900F), but also the 95-watt TDP rated i9-9900K and i9-9900KF.

How are you getting the HP MB support sites?
I get a 404 error when using the correct product number and Duck Duck Go. We have discussed this in a PM a few months ago.
I used to be able to get MB specs using Duck Duck Go.

HP's product information is embarrassingly dysfunctional and lacking. Can't really sugarcoat this. Anyway, you can use AI, such as ChatGPT -but be forewarned: you don't always get the correct information, as I had to prompt ChatGPT to double check its first answer:
