The USB connector must not be making a good contact and tilting the screen up allows the cable to hang straight down correcting the deficiency. That is my guess.
The following is from the specifications for your system.
There is no "charging port" specified. Other HP systems properly identify the "charging port" While USB 3.1 can supply more current than other versions, only USB-C has the capability for high speed charge as explained here

I recommend a Wi-Fi charging system where the phone is propped up to where you can easily read messages while on the computer. You should bring a qi certified adapter to coffee shops. Tilting the screen up at a coffee shop could be a conversation starter.
