HPZ400, just cleaned the heatsink and cpu and fan base. New grease et al. Now
the fan runs high speed all the time (noisy). It used to come as needed and ran
slowly most of the time. Also updated Bios to 3.16 Rev A

There is a chance that you're using super inferior grade thermal compound on your cpu heatsink.
If you're using a 120w or higher cpu, then you'll need something that is like 8 to 15 Watts per meter Kelvin (W/mK)
The super cheap, under $15, inferior grade stuff is only like 3-5 W/mK and is only useful for up to maybe 80w.
You don't need "liquid metal" that is 70+ w/mK for thermal conductivity but it may help. That is for >200w projects.
Your cpu would need to lay flat and parallel with the ground if you use "liquid metal" because that material will seep out and drip down when side mounted.

That may be a BIOS bug in the new one you installed.
Plug a standard high performance fan connector into the CPU fan header.
If the high performance fan is liquid cooling plug it into the liquid cooling/memory fan header on the right hand side of the motherboard below the DIMM slots.
