Hello!
I've gone on this board before to present my question, but I think that I've found the issue with my computer.
My use is primarily for gaming (steam) and I have noticed this problem for a while now. When attempting to run certain programs (and on Steam's interface itself) I find slow response and laggy programs (as if I had a low fps where my cursor was moving at a regular speed but the response time for programs and their running were slow). I've tried diagnostics, looking for viruses, closing background programs, and even completely factory resetting my computer and redownloading apps to solve the issue. Nothing has worked, but I've recently noticed that my CPU usage is always at 100%. What can I do to solve this? Thank you so much!

Have you checked Task Manager to see what specific process or processes is/are consuming CPU cycles?
The PC is going to run like molasses when the CPU is pinned at 100%. You have a four core, eight thread CPU at 1.3 GHz with turbo boost to 3.8 GHz.
Sorry, but I would not classify your AIO as a top shelf gaming PC. You may be expecting more from your PC than your PC can deliver.
You're gaming on Steam so you have possible network latency issues and CPU and graphics card limitations (integrated Intel Graphics) when playing certain games.
HP Specs show W10 as the factory OS. How did the PC run games using W10?

With W10, the issue was the same- I thought upgrading to W11 would maybe help but the problem has just persisted. As for the programs that use the most disk space, 'System'is overwhelmingly taking up most of the space.
Quick question, if I bought an external disk drive, could that improve the specs of my PC? Thanks!

System processes could be anything. Your PC's hardware cannot handle the load.
Sorry, adding external storage will not fix this problem.
You need a better CPU, more RAM, and a better graphics processor.
