Welcome to the HP Forum.
It really helps when you provide a specific HP product number so the Forum can check your PC's config.
When did this problem start? From the beginning, after a Windows 11 update, after installing: new hardware, new software, or new drivers.
Some hardware configs will have problems running Win11, especially if you updated from an earlier version of Windows on older hardware.
You will have problems if you are running 4 GBs of RAM, a slow CPU, integrated graphics, and a slow platter HDD.
Open Task Manager. Look at the Processes Tab to see what process is consuming high: CPU, memory, or disk time.
Right-click on the process. Check online to see what the process is. You can end the process if it is not a required Windows process. The PC may crash if you shut down a critical Windows process.
There is no one quick fix when you have this type of problem.
-It could be hardware related.
-Malware.
-A faulty driver or corrupt/conflicting software.
Try to solve the problem non-destructively , but sometimes you might have to do a HP OS recovery or do a clean Windows install after backing up data.

I can't use Task Manager to identify the process because TM freezes up with everything else.
I used Windows System File Checker and the system ran well for a day.

My pleasure.
Very sorry, can't find your PC using LAPTOP-FS97OOFR or any other info you are providing. You might have something similar to this PC (17-cn0033dx) at Amazon.
Maybe a different Forum member can assist.
Try running HP Diagnostics at startup to check hardware.
Start the PC. Repeatedly tap "ESC".
Select "F2". Run system and component tests. Run extensive tests.
Your options are limited if the PC locks up so you can't do any troubleshooting in Windows and hardware tests pass. This may point to a Windows problem.
Do you backup data? Data is recoverable but it is a PITA, especially with a Laptop. Try Hiren's to recover data or remove the system drive. Connect the drive to a different PC as a data drive.
You may have to reinstall Windows. Your PC might have the HP Cloud Recovery option. Check this site for details.
Don't know what else to tell you.
