I have the same issue with an HP ProDesk 400 G3 SFF (just over a year old).  I've replaced the power supply - pulled all cables from the motherboard - reseated one by one - but still get the beeps.  Fans don't start, PC does not start up as per some of these posts - so I'd be grateful if anyone can offer any other thoughts?

If you have made any modifications that are different from the original configuration then removed those mods and retest.

Check your warranty status here. These Pro models generally have a three year warranty.
