I have two sticks of RAM, 2GB and 4GB, 4 slots, black-blue-black-blue. The sticks were both in blue slots, 2GB closet to the cpu. I decided to switch them around while they were out, and now I have 4.48GB usable!

The 64-bit version of Windows supports 1GB, and much more, e.g., 6GB in your case, of RAM.
Tell us about how many sticks of RAM are in your computer, and the capacity of each stick, and the "order" of the installed sticks.
By "order", I mean "what is the capacity of the stick closest to the CPU, and what is the capacity of the stick second-closest to the CPU, and so on".
It's possible that one of the sticks is not properly "seated" in its socket, or otherwise is not functioning.
Also, tell us the COLOUR of each socket for RAM.
Are they something like "BLUE - BLUE - BLACK - BLACK" or "BLUE - BLACK - BLUE - BLACK" ?
If you have 2 sticks of RAM of the same capacity per stick, put them into the SAME colour slot.

It is possible that if you have 2 sticks of RAM of different capacity per stick, and you put them into the SAME colour slot, then your motherboard might be using only use one of the sticks.
Or, if you really have only 1.48 GB available, then the video-adapter "borrowed" 0.52 GB of RAM for use as a 512MB "video-buffer".
It's possible that the 4GB stick was NOT being used at all, or was not properly "seated" into its socket.

Since I have 2 sticks with different amounts of RAM, should they be in different color slots?
