Operating System: Microsoft Windows 10 (32-bit)

Well, I am upset and mad. I wanted to reset this PC and well, it went wrong..it kept stopping at 64% and would not continue the reset. I tried to set it back and it would cancel and say something is wrong...now, I restarted the computer and it won't stop turning off and on. Is that normal? Help! I am extremely tired...two days so far with 64% reset and nothing until I did the F11 + Windows, with hopes of getting it fixed. Now, it won't stop turning back on and off...what's next?
