After setting up my new laptop and installing all updates and rebooting I am not getting a login screen.  Black screen with blue spinning circle that flashes the cursor every few seconds.  I've tried running sfc /scannow and it said it found corrupt files and corrected them.  Rebooting after sfc results in the same no login screen.  Should I reset the laptop and not run Windows update?  Seems dangerous not to have the latest Windows updates installed.

After uninstalling the latest Windows Quality Update I am now able to login.
