"I was able to create a USB recovery flash drive using the version F.25 that I provided a link to."  Can you share your downloaded SOFTPAQ file with me via email   <[Personal Information Removed]>  - The one i downloaded from the link provided dosnt seem to have the rescue flash drive creation option or I'm not doing it right. 

Other versions other than the F.25 do have, but is unable to restore my BIOS.
