I'm 99% sure this is a straight forward issue. It wasn't until I updated the BIOS from the HP software within windows 10 that these problems occurred.

Issues

1. When I watch videos on youtube in any browser I get white lines and bars across the bottom of my screen.

2. When I play runescape the game will crash either immediately or a few moments of play in high ping areas. When I close the program it says the CPU is at 100% which is not normal. Usually the GPU is 100% and the CPU sits at 30% to 60%.

ATTEMPTED FIXES

Updated windows

Updated Drivers

Restarted Graphics

Reinstalled browsers

System Extensive Test-Passed

Virtual Repair Center- Updated 3 Drivers-

System restore

Roll Back Driver

Uninstalled GPU Driver

I know there's an HP BIOS recovery tool but I'm at a point where I'm scared to mess up my computer more. If anyone has an idea how to fix this I would greatly appreciate the help. Thank you for your time.

UPDATE-10/21/2023

Issue was a browser setting called "Hardware Acceleration". Once turned off the flickering went away. As far as the game crashes go it's possible that it was just a crash due to high ping from the game because other games with less ping work just fine. Solved.
