On my HP Pavilion 750c, I get a long beep for around 3 seconds, then the beep pauses for around 3 seconds. There are no LEDs flashing, and the monitor is not displaying anything. I have replaced the Motherboard, Video Card, and RAM. What should I do to try and fix this?

I managed to fix the issue. Turns out there was too much memory in the machine, this board only supports 1 GB. Thanks for all of your help, everyone!

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
Have you reset the computer to release excessive static?
While you respond to that, The best way to do that is using the HP Guided Troubleshooter:

I do not know how to reset the computer. I read the support article, but that doesn’t apply because the computer probably runs Windows XP, not 8 or 10. This machine is old too, and I don’t know if this would work with such an old machine.

Resetting the PC to release static has nothing to do with the windows,
I recommend you follow the below steps:
Many startup errors and other problems can be resolved by decreasing the amount of power stored in hardware components. Decreasing stored power is sometimes referred to as a "Hard Reset". Use the following steps to perform a hard reset on a computer:

If Windows is open, click Start and then Shutdown.
If Windows is not open and the computer has power, press and hold the power button on the computer until the computer shuts off.

With the power off, disconnect the power cord from the back of the computer.

With the power off and the power cord disconnected, press the power button on the computer for 5 seconds. The power light indicator on or near the power button might turn on briefly but then go out.

Reconnect the power cord and turn on the power.

The only components that you could try swapping-out are the Power Supply and the CPU.
Disconnect all the cables to the CD/DVD drive, the diskette drive, and the disk-drive, and then try to power-on.

Standard Memory - 512 MB (removable)
Maximum Memory - 2.0 GB
Memory Expansion Slots / Banks - 2 sockets
Memory Type & Info - PC2100 DDR SDRAM DIMMs 400MHz FSB
So, maximum of 1 GB per stick, not 1 GB per system.
