Hello,
It seems that your BIOS is locked by a password. You're then not able to change the settings indeed.
You'll need to Contact HP Business support - they should be able to send you a customised SMC.bin file which you can use at boot to reset the password.

Just to note, don't try removing the rtc battery. It won't remove the password, but it will reset the clock - as smc files are time coded, a large disparity between the system clock and the time encoded in the smc will cause it to fail.
So I really hope that the smc file would be the solution.
I have had this problem also some weeks ago and it was eventually solved by a smc file.
Therefore I recommend you to contact the customer support.

Did you Clear the CMOS???
Did you also try removing the BIOS battery???
Try removing the Power Cord, remove the CMOS battery.
Then remove the jumper to clear the CMOS and move the jumper to remove the password.
Attach the AC and power on for 2-3 seconds.
Power down and replace the jumpers and CMOS battery.
