Hello.. My pc. Turns it self on and off and then it starts running a bios recovery and then if just switches off and it does the same thing again and again

Did this happen after a BIOS update?

 

It looks like you may have a power cycling issue and a corrupted BIOS. Or the PC is in a restart loop because it can't recover the BIOS binaries and signature files. A possible hardware problem (boot drive) which has corrupted the EFI System Partition?

I would contact HP for factory service https://support.hp.com/za-en/product/hp-250-g8-notebook-pc/38151396/model/38455756/product-info if you can't recover the BIOS.
