I recently brought this computer at my local computer shop and bios is locked and im not sure what to do (Hp Omen 40L)

Welcome to the HP Forum. 

 

I guessing a "locked BIOS" refers to limited BIOS tweaking options.

 

Yes, HP consumer PCs don't generally provide CPU overclocking options or fan curve options.

 

Some HP Omen PCs do allow limited memory overclocking options.

what i mean by bios lock is that i cant access bios itself without an admin password
