I was trying to reinstall Windows 11 on my PC (I do it every couple years just to clear bloat), and I got a boot USB, booted to it, deleted all partitions and started the reinstall, which should have been it. Now, I'm hit with the screen "Boot Device Not Found. Please install an operating system on your hard disk." It serms to be an HP CPU, but in BIOS it its setup to boot to USB, but it doesn't boot to it nor does it even detect a USB in system diagnostics as far as I can tell, though everything else comes back clean. Its an Omen prebuilt pc from maybe 4 5 years ago. Now it seems I'm just stuck unable to install an operating system.

There is no issue with fast booting (not even an option in my BIOS), it was able to boot to the USB just prior to the issue and trying other USB ports doesn't work.

Spamming F12 on startup does nothing, not even the typical beep I get when I press F10 for BIOS

Before this issue I had tried to simply use Windows Reset, but it got stuck and so I attempted to cancel it, which also got stuck and I was forced to reset the PC, after which I couldn't run the reset or a lot of other Windows programs.

In order to boot from the USB flash drive, have it plugged into a USB port.

Turn on or restart the PC.

Immediately tap...tap...tap the ESC key to get the menu of options.

Select the F9 boot options menu and from that, select the USB flash drive and press the Enter key.

The PC should boot from the flash drive.
