Hey, I keep getting 'boot device not found, install operating system' and all the information I find says it's got something to do with the hard drive. I have run many tests for the hard drive, memory, and processor and they all passed, however I have seen steps regarding disabling legacy and so on and so forth but I've done that multiple times and nothing helps. (Note the steps say something about optane but my PC doesn't have it) This occurred when i turned off my pc while it was updating, i am aware that this is idiotic and have now learned from my lesson, but any help or information on what to do would be greatly appreciated.

What you did was leave the system in a corrupted state -- and there is no simply recovery from that -- as it is not designed to recovery from that kind of shutdown. You would really have to do a full restore to get it back to working condition, and you are going to lose all your files and applications in the process.
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
