Hi:
What is the full model number or product number of your PC?
If it came with Windows 8 or newer from HP, you probably have to go into the BIOS, enable legacy mode and disable secure boot.
To access the F10 BIOS setup menu, turn on or restart the PC.
Immediately press/tap the ESC key to get the menu of options.
Select the F10 setup option and press the Enter key.
If it is an older model (came with Windows 7 or older), you should be able to press the F9 key to get the boot options menu.

i Tried the Bios trick with turning onlegacy boot and disabling secure boot. I finally got it to recognize the DVD drive which was apparent by the LED. However once into the reset, system hangs on PEinit, or in the HP recovery procedure on 11% never gets any further. I did the HP deep diagnostics for 3 hours and all passed. I am still able to boot into Win11 but as soon as I try Windows update or file explorer, system hangs.
so I’ve tried
HP Recovery
Boot from DVD
Microsoft Recovery
i was able to download the Win11 installation tool and through CMD copy that file to a USB drive and attempted boot with that too.
I’ve applied all the knowledge I’ve ever had on this and at this point going to a PC repair shop. The system is three years old, came with W10 which was upgraded to 11 over a year ago. 1TB HD, 8GB RAM.

Try this before you resort to taking the PC to a repair shop:
Save any files you don't want to lose to a portable hard drive.
You can use the HP cloud recovery tool to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your PC.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive.

If you will have to use the tool on another PC to create the installation media, you will need to enter your PC's product number in the tool's search window to create the recovery media.

after all my attempts, I failed, or I should say it, failed. So I went to my local repair shop and they reset W11 for me for a very reasonable price. BUT that’s not the end of the story, I loaded browser, antivirus, Office, all seemed to be working fine until today, system hung on installing printer drivers. Then
hung on reboot at spinning HP! Attempt to boot into safe mode, same thing except stating attempting repair! For several hours. So I went back to the shop, it turns out the hard drive was bad! So friend is installing a 1tb SSD. That explains why after a time, everything hung in the first place.
I’ll follow up after I finally get it reloaded with everything. Thanks so much for your help!
