Microsoft Windows 10 (64-bit)

I have lately bought an HP Pro Tower 290 G9, exactly on the 16th of August.
I was happy to buy my first brand new destktop. By the way, all my previous desktops were second hand.
But something wrong happened. I installed Windows 10 Pro. Everything was fine at first. Then I downloded the missing drivers. When I upgraded/updated the BIOS from version F-12-Rev-A to F-13-Rev-A, something went wrong. The desktop wouldn't restart. To restart, I have to turn the desktop off and then power it on from the power button.
Please help me. I just want to downgrade the BIOS from version F-13-Rev-A to the original one F-12-Rev-A.
