recently not able to open outlook attachments or download files from internet or attachments, don't know what has changed. downloads enabled in permissions. when i click on download of save attachment nothing happens. When I click on file the open or save the file open comes up but nothing happens when I make a selection. anyone had this issue?

Good Day. Thank you for posting your query in the HP community. I read the post regarding issues with the computer not able to open downloaded attachments. I will be delighted to assist you here.
Superb description and spectacular troubleshooting and commendable diagnosis of the issue before posting. Kudos to you for that. 🙂
For better clarity and to assist you better I would require more information regarding this:
- Did this happen after a recent software or Windows update?
- Did you try with multiple browsers like Firefox and Google Chrome?
- Did you reset Internet Explorer and check if the issue gets corrected?
- Does it happen with all attachments and downloaded files or is it app specific to say Adobe, word or excel?
- Are these attachments specific to one email address or you cannot open them from multiple email addresses from senders?
- Please send a screenshot to assist you in real time.
- For now please try a system restore to an earlier time before the issue started from this link: http://hp.care/2hxCGeX and follow the option “Restoring Windows 7 to a previous point”. Then check if the issue gets corrected.
- If it does not please perform these steps:
- Link 1 is a Microsoft community link for Downloaded files can't open, and I'm not able to view the items within the downloaded files: http://hp.care/2hxCIU7 which is an accepted solution. Please try all these steps out.
- Link 2: http://hp.care/2hwSa2X is another Microsoft community link which is also an accepted solution.
Other steps to try.
- Try with different Browsers like Fire Fox or Google Chrome.
- Reset Internet Explorer and check again.
- Please also check if the downloaded files are zipped or require a special program to open.
Please perform all these steps patiently as it is critical to resolving the issue. The trick is to remain patient, Going by your technical expertise and competence I am sure you will be able to perform these steps without breaking a sweat. 🙂
