I have a HP OMEN 880-p1xx with an i5 8400 and was wondering whether I needed to upgrade my bios to install a 9th gen cpu. E.g. i7 9700k. I tried checking the bios version and it came up with F.21 in case that is helpful.

Your HP OMEN 880-p1xx as fitted with a Tampa2 motherboard (SSID: 8437) with the Intel chipset Z370, can be fitted with either 8th gen or 9th gen processors, up to a 95-watt TDP, such as an i7-9700K or i9-9900K, as you can see here.
You likely do not need to upgrade your BIOS in order for a 9th gen processor to work, but why not have HP check (and update if needed) your BIOS/system drivers via: Official HP® Drivers and Software Download | HP® Support:
You’ll need to identify your product type ("Desktop") and your serial number. Either click the product type and enter the serial number yourself or allow HP to detect your product. Easy-peasy.
Also run Window's "Check for updates".
