I am considering buying this little PC but it needs to be able to run on windows 95/ME or Win 98. Is this a doable thing or no. I will not need Ethernet nor printer as I have no other PC's for it to communicate with. It will only be running several old DOS and windows games from that era (Win95-95/Me-Win 98)

Unfortunately, that model won't even run Windows XP let alone W95/98 or ME.

 

Any HP PC that could have run those operating systems no longer has driver support for those operating systems.

If it is impossible to install these old systems, see, maybe with emulators ..
Or games that have been modified to work directly with a newer system.
I haven't tested/researched for a long time, but it seems to me that there were a few solutions.

From memory can be dosbox , something like this

I had tested games with emulator, for amstrad computer, it worked quite well

I guess I need to look for an older 32bit PC.

I was using an emulator and it doesn't do well for my old "Command and Conquer" games, it drags a lot. As I said in previous posters comment I will have to look for an older 32bit computer. Bah Humbug!

Yes, you do, but I can't find any HP business class PC's that meet your needs.

 

They exist but don't have drivers.

 

I recommend an old Dell Optiplex GX150 which still has drivers for the Windows programs you want to run.

They are ridiculously expensive because they have all been stripped for parts but should do the job for you.

 

This was the only one I could find on eBay.

You can get a newer Optiplex GX 240 but that only has support going back to Windows 98.

This was the cheapest SFF model I could find.

A great solution, I do have some games/software that can run under XP just fine. Thank you. and I think that XP will emulate DOS if I remember right

Curious, what version is it?
I played a few CAC versions, under Windows 7, and no problem
