I make cards for birthdays. I get the pictures that say things I want from online. When I see one that I like i click on save image as and name and send to downloads or pictures. The funny thing is it does that and save in my computer, but when I go to work on my project and picture it is no where to be found. This is crazy, because I see picture saved in my computer. What am I doing wrong? Please help.

Consider
The issue might not be the saved image in your Downloads, it might be instead that your "project" software is not seeing the saved file -- perhaps becuase of the file type (images can be saved as various forms of .jpg, .jpeg, .png. Depending on how you download the file, the file might even be saved to your computer as a PDF file.
For example, if you saved the image to your computer as "my-favorite-imag.png" and the project software is looking for files saved as ".jpg" (instead of .png), then the program won't find the saved image file.
IF you did save an image as "some-name.png", you can copy (OR rename) the image as "some-name.jpg" .
If you use Rename (instead of copy): In the case of a png > jpg filetype change, you may see a warning like "if you change the filetype, you may never be able to use the image again" (obviously, wording varies). Ignore the warning.
