Initially the problem is/was that I got a "no operating system found" message after a failed attempt (error) at fully resetting/restarting all drives.
I tried to troubleshoot and now am trying to boot from usb.
I don't see the option to set usb as boot device priority. The only options are HDD & CD-ROM.
However, when I go into boot menu, I do see the USB as an option to boot, but only get a black screen when selected?

May I know where did you get the USB Recovery Media from?
I suggest you run a Hard drive Test first to confirm the Hardware Functionality of the Hard drive
- Hold the power button for at least five seconds to turn off the computer.
- Turn on the computer and immediately press Esc repeatedly, about once every second.
- When the menu appears, press the F2 key.
- On the main menu, click Component Tests and Hard drive
If all the Test pass follow the instructions in this Link: https://support.hp.com/in-en/document/c04784866 to help disable secure boot and then install the Recovery Media
