Cannot finish initial set up on new desktop, it keeps restarting & beginning the process over again.

I just bought this computer, open-box and I’ve been trying to set it up, but I cannot get past the loop between the “Hi there” blue screen, where it asks for your Country, Language, Keyboard Layout, and Time zone...then to the “Why did my PC restart?” page... then finally to the “Just a moment” blue page to only about a minute or so after, the PC just restarts itself and takes me back to square one. I would really like to fix this instead of having to return my computer. Is there anyone who has a solution for this problem so I can get my PC setup! I also briefly spoke with tech support and they determined it might be a configuration issue, I don’t know if that will help with this mystery but please help me bring my Desktop to use!

You mention this is "open box" meaning that this is basically a used PC that someone returned.

So, either they had the same troubles as you and returned it as a result, or they exited the setup before it was done and left it in a corrupted state.

Your best bet now is to return this as there is no way to tell what the previous owner did to it.
